Who Bank Rakyat are

A fully Islamic bank — every product it offers is Shariah-compliant.

Bank Rakyat describes itself as 'the biggest Islamic cooperative bank in Malaysia with assets totaling RM117.33 billion as at the end of December 2022'. It is a CO-OPERATIVE BANK, not a licensed Islamic bank under the Islamic Financial Services Act 2013 - a distinction that matters for a consumer, because the Credit Card-i PDS points complaints to the bank's own contact centre rather than to BNMLINK. Every card in the range runs on ONE Shariah structure: Murabahah adopting the Tawarruq practice, initiated by a customer Wa'd, with the commodity sale proceeds credited to a dedicated spending account. No bai' al-inah appears anywhere in the 1 June 2026 PDS or on any product page checked - so the migration away from bai' al-inah, if it happened, predates the current documents and no dated migration notice was found on the site. All 13 cards are Mastercard. Pricing is a three-tier payment-history structure (13.5%/17%/18% p.a. for non-members, 13.0%/15.5%/17.0% for Bank Rakyat share members) with no separately disclosed contractual ceiling rate and no ibra' schedule - which is structurally different from BSN's 18% aqad ceiling plus rebate. Common to the range: zero foreign-transaction mark-up, no over-limit fee, free Group Family Takaful with RM1,000 khairat kematian, and transactions declined at non-halal merchants. The RM25/year government service tax is charged to the cardholder on the principal card and on each supplementary card. Product pages exist for 11 of the 13 card types; Jit Sin Alumni has no public page, and Platinum PDRM and Gold PDRM share one page.

Not a licensed Islamic bank under IFSA 2013. Bank Rakyat is a co-operative society: its own site states it was 'established on 28 September 1954 under the Cooperative Ordinance 1948 (known as the Cooperative Societies Act 1993)'. It is commonly described as a scheduled/prescribed development financial institution under Bank Negara Malaysia oversight with co-operative supervision by Suruhanjaya Koperasi Malaysia under the Ministry of Entrepreneur Development and Cooperatives - that split was NOT verified against a BNM or SKM primary source in this session (BNM's DFI and Islamic-bank directory tables are JavaScript-rendered and returned no rows to a scripted fetch), so treat the BNM/SKM attribution as UNVERIFIED. What is verified: the Credit Card-i PDS dated 1 June 2026 routes all complaints to Bank Rakyat's own Card Centre and Contact Centre and contains no BNMLINK referral, unlike BSN's PDS which does.
