How the British market works

The market

The UK is the largest Western Islamic-finance centre by institution count, with several fully licensed Islamic banks, and it still has no Islamic bank credit card. Its Islamic finance capacity has concentrated almost entirely in savings deposits and property finance (home purchase plans, buy-to-let, bridging), the two places where an asset-backed structure maps cleanly onto a profitable product. Unsecured revolving consumer credit is the gap. The single Shariah-certified card that does exist comes from a conventional credit-builder lender, not an Islamic bank, which tells you where the commercial logic actually sits: the viable niche is credit-file building for people excluded from mainstream credit, not halal borrowing.

Who decides what is compliant

NONE at state level. The UK has no national Shariah authority, no Shariah board at the FCA or Bank of England, and no statutory Shariah standard. Compliance is entirely private: each institution appoints its own Shariah Supervisory Committee, or buys certification from a private advisory firm. The UK's regulatory posture is deliberately 'no obstacles, no special favours' — Islamic banks are authorised under exactly the same rules as conventional ones, which is why an Islamic bank's product must still satisfy consumer-credit rules written for interest-bearing lending.

  • Every credit card must display a representative APR calculated on an assumed GBP 1,200 credit limit, folding in all fees, dues and subscription costs (FCA)
  • No national Shariah authority and no adopted AAOIFI standards — certification is private and firm-by-firm
  • Islamic banks are authorised under the same PRA/FCA regime as conventional banks; no bespoke Islamic banking framework exists
  • Consumer credit-card interchange is capped (0.3% of transaction value under retained EU Interchange Fee Regulation — UNVERIFIED in this research)
