What makes this card Islamic

meem (Gulf International Bank – Saudi Arabia) builds this card on a Tawarruq contract. The bank sells you a commodity on credit at a marked-up price, you sell that commodity to somebody else for cash, and the cash becomes your spending limit.

meem's own "Terms and Conditions of Islamic Credit Cards" (PDF, English and Arabic versions read; the fee table on the Arabic version's page 2 names this card by tier) sets out the mechanism at clause 5.3: the cardholder gives meem irrevocable standing instructions to enter Murabaha transactions under a model approved by its Shariah Supervisory Board, in which meem sells the cardholder a commodity on deferred payment, then, AS AGENT of the cardholder, sells the same commodity for cash to a third party at the prevailing market price, to settle the outstanding balance. Buying on deferred-payment murabaha and then reselling as agent for cash is tawarruq, the same mechanism this corpus already labels Tawarruq for Riyad Bank, SAB, anb and Bank Albilad. Only triggered if the balance isn't paid in full by the due date (clause 5.4); meem calls the transaction murabaha throughout, but the described mechanism is tawarruq.
