Bank Islam Brunei Darussalam builds this card on a Wakalah contract. The bank acts as your agent, paying the shops on your behalf, and charges you an agency fee.

BIBD's credit cards run on AGENCY, not on the sale or guarantee contracts used elsewhere. Its own T&C define Al-Wakalah bil Ujrah as 'the Bank acting on behalf of the Cardholder to administer the Cardholder's payment to the Merchant via the Card Scheme Provider ... for the use of the Card Scheme's trademark and managing the Card Account with an imposed fee'. The recurring charge is an Administration Fee for the Wakalah service, fixed at a rate applied to the CARD LIMIT (1.5% per month), and the bank may grant a discretionary Ibra' (rebate) against it based on payment pattern and limit utilisation. Ibra' is offered only on retail and online transactions and expressly EXCLUDES cash advances and any unpaid Administration Fee.

Approved by BIBD Shariah Advisory Body, under the supervision of Brunei Darussalam Central Bank (BDCB), named as 'the Authority' in BIBD's own card terms.

The T&C add two things worth reading together: the definitions section says the Administration Fee is 'the monthly amount calculated at a rate as prescribed by the Bank commencing from the Due Date until any outstanding amount from the transaction has been paid off', while clause 10.2 says it 'shall be fixed and calculated at the rate applied to the Card Limit'. So the charge is sized off the LIMIT, not the balance — the same design as Indonesia's monthly membership fee — but is described as running from the due date on unpaid amounts. Before you apply

  • The Administration Fee is 1.5% a month calculated on the CARD LIMIT, and the Ibra' that offsets it is explicitly discretionary — the T&C give the bank sole discretion over whether and how much rebate to grant.
  • No Ibra' at all is given on cash advances, so a BND35 flat fee plus the administration charge applies.
  • The published Schedule of Tariffs contains NO late-payment charge line for credit cards. That absence was not separately confirmed with the bank — do not read it as proof no late charge exists.
  • Muslim cardholders are told in the T&C they are 'not encouraged to purchase gold or silver using the Card to avoid from transacting with usury or riba'.

Supplementary cards may be issued to a person over 18. BIBD does not publish a minimum income for the standard credit-card range on the pages read; the BND10,000 gross monthly income figure found on BIBD's site is the PERDANA Privilege Banking threshold, not a credit-card threshold — do not confuse the two.
